Tracy brings more than 35 years of public-sector financial expertise in budget development, analysis, and fiscal stewardship. During her tenure at NASA’s Goddard Space Flight Center, she managed complex, high-value budgets while ensuring accountability, compliance, and operational efficiency.

Known for translating complex financial data into clear, actionable insights, Tracy supports sound decision-making and strategic planning. A collaborative and people-focused leader, she has built strong cross-functional partnerships and high-performing teams, contributing to effective financial management and a service‑oriented organizational culture.

Outside of her professional work, Tracy enjoys traveling and cherishes time with her family. She also has a creative passion for crafting and designing beautiful spaces for special events.

Sabriya I. Williams, was born in Seattle, WA and was raised in Washington, D.C. Sabriya joined UCDC in November 2025 as the Senior Administrator.

Prior to her role as Senior Administrator at UCDC, Sabriya served as the Special Assistant to the CEO and Director of DEI at AmeriCorps, where she was a vital part of coordinating the daily operations. Sabriya attended the University of Maryland, College Park, where she majored in English. In her free time, she enjoys spending time with family and friends, especially her husband and two children.
